DEMOCRACY PCCI STYLE
Democracy is alive in the PCCI!!!
In a free society, people can choose to do whatever they want freely. Take the case of the Philippine Canine Club, Inc., wherein the Board is free to choose their own candidates/cronies for the incoming elections. They are free to spend the Club’s money on personal items like cars and illegal drugs. They are free to sow fear on the poor members of the Club. Free to squander excessive amounts of cash on renovations to properties that don’t need to be bought in the first place. Free to bribe government agencies like the BIR. Free to influence the Judiciariary in favour of cases that eventually are lost due to lack of evidence. (Hello DANNY!!)
Where in the World would you find a 3-TERMER PCCI PRESIDENT that is expired and ran again as President-Constitional By-Laws-wise? Only in the Philippines! Thanks to the DTD (Dirty Tricks Department) of the PCCI, Dinky Santos is at it again! He is to lead the PCCI to its definite downfall! Loosing the case he filed against DANNY RAMILLIANO for lack of evidence, thus telling the members to bid GOODBYE to their hard earned 7 Million pesos which DANNY to this day insists was divided between himself and some of the PCCI DIRECTORS. Must be a reflection of the mismanagement style of the entire PCCI Board of Unemployed Directors and Kamag-anak’s Inc. who are stealing our Canine Club dry.
Poor PCCI Members, you give your money for them to steal! Thanks to us, the unemployed PCCI Directors now have brand new cars (of which they can’t even afford to fill its tank up with gas using their own money, instead they live on Gas Allowance we provide for them!). PCCI LOOSES THE DANNY COURT CASE
Talo nanaman ang PCCI!!!! Eto isang liham mula sa kanilang bagong abogado. Bakit PAPALIT PALIT sila ng abogado? Sino kaya ang kumikita dito? Hindi ba si DInky? NEW LAWYER means NEW ACCEPTANCE FEE. Gentlemen:
Per your request, we submit herewith a summary of the criminal case for Estafa thru Falsification of Public Documents which your Company, the Philippine Canine Club, Inc. ("PCCI"), filed against its former Treasurer, Mr. Danny Ramillano ("Ramillano").
SUMMARY OF FACTS
1. From the Complaint Affidavit of your Chairman Augusto Benedicto Santos III filed with the Office of the City Prosecutor ("OCP") of Quezon City, it appears that Ramillano, as Treasurer of PCCI, succeeded in withdrawing various sums of money totaling Php7.3 Million from PCCI's account with Metrobank by forging the signature of one of your signatories, Florentino Bustos, Corporate Secretary of PCCI.
2. The amounts, which were withdrawn and encashed by Ramillano for "payment of various taxes" are as follows:

3. During the preliminary investigation, Ramillano did not file his Counter-Affidavit.
4. In a Resolution dated 3 December 2008, the OCP of Quezon City dismissed the case against Ramillano "for insufficiency of evidence."
The OCP Resolution made the following findings:
a. PCCI failed to prove that Florentino Bustos and Ramillano were the only authorized signatories of PCCI;
b. PCCI failed to prove the type of account, i.e., whether your Metrobank account is an "AND," or an "AND/OR" account to establish the accountability of Ramillano;
c. PCCI failed to prove that the signatures of Florentino Bustos were forged by Ramillano, as the only proof adduced was the Affidavit of Denial of Florentino Bustos and no handwriting expert was presented;
d. There was no proof of misappropriation of PCCI funds by Ramillano since PCCI made no demand on Ramillano to account for the funds withdrawn under the subject checks.
5. For reasons not known, PCCI received the OCP Resolution only on 27 February 2009.
6. Under existing Rules governing preliminary investigations, PCCI can either file a Motion for Reconsideration of the OCP Resolution with the OCP of Quezon City, or appeal the Resolution to the Secretary of Justice within 15 days from receipt of the Resolution, in this case, up to 14 March 2009.
COUNSEL'S RECOMMENDATION
1. It is recommended that PCCI file a Motion for Reinvestigation/Reconsideration of the OCP Resolution with the OCP of Quezon City. The Motion should address all of the findings of the OCP to give the latter the chance to correct its errors.
Moreover, the OCP Resolution explicitly notes that it is "without prejudice to its refiling" --- an indication that the OCP itself is open to reconsidering its ruling upon submission of sufficient evidence.
2. The Motion for Reinvestigation/Reconsideration will focus on the following points:
a. Contrary to the ruling of the OCP, there is no need to prove that Florentino Bustos and Ramillano are the only signatories of PCCI. It is enough that there is proof that Ramillano is a signatory. In this case, ample proof was presented to show that Ramillano was indeed a signatory of PCCI. These proofs are:
1. Complaint Affidavit of Mr. Augusto Santos where he named Ramillano as a signatory of PCCI;
2. Ramillano signed the checks in question and
3. was able to encash them --- an act which can only be done if Ramillano was a signatory. Otherwise, Metrobank would have dishonored the subject checks.
b. It is not true that there is no proof that the signatures of Florentino Bustos on the subject checks are forged considering that:
i. PCCI presented the Affidavit of Denial of Florentino Bustos stating that he did not sign the checks in question and that his signatures thereon are not his signatures. This affidavit is entitled to full faith and credit.
ii. No proof was presented by Ramillano to show that the signatures on the checks are the genuine signatures of Florentino Bustos. Ramillano did not even file his counter-affidavit to dispute the statements of PCCI's witnesses.
c. It is not true that there is no proof of misappropriation of PCCI's funds by Ramillano. Although no demand to account for the amounts withdrawn was made by PCCI on Ramillano which, if not complied with, is considered implicit proof of misappropriation, Ramillano's misappropriation of PCCI's funds for his own personal use and benefit is established by other facts and circumstances such as:
i) his apology;
ii) his Promissory Note;
iii) the dubious and questionable purpose stated in the invoices covering the disbursements, i.e., "payment for various taxes" which do not state the particular taxes to be paid and the respective amounts thereof;
iv) debits from the account of PCCI with Metrobank;
v) absence of official receipts for the supposed "various taxes to be paid from the check withdrawals."
We believe that upon a showing of the errors committed by the OCP and the additional evidence to be attached to the Motion for Reinvestigation/Reconsideration, PCCI will secure a reversal of the OCP Resolution and prompt the latter to file the corresponding information for Estafa through Falsification of Commercial Documents against Ramillano. In our view, it will be difficult for the OCP not to charge Ramillano as there is clearly probable cause that the crime charged has been committed and that Ramillano is probably guilty thereof and should be bound over to trial.

Mga minamahal naming mga myembro ng PCCI,
Heto na naman ang PCCI Board of Directors sa kanilang mga tactics sa darating na election ngayong Mayo, 2008.
Para sa kaalaman ng lahat,
Aming ipapa alam sa inyo ang buod ng pawang katotohanan sa mga Gawain ng mga Directors ng PCCI.
Pinapa apruba ng PCCI Board sa mga Regular Members ang By-Laws, ayon sa patakaran, dapat ipinapadala via postal mail ang kopya ng By-Laws sa bawat rehistradong PCCI Regular Member para mabasa naming bago ma aprubahan sa election ngunit magpasa hanggang ngayon, WALA pa rin ang kopya ng mga By-Laws!
Ano ito? SECRET? Puro SECRET dealing ang nangyayari sa PCCI.
Sinara na ito para saming mga Regular Members.
Heto po ang mga Issues na dapat ninyong malaman bilang abang myembro ng PCCI:
ISSUE #1
All the money members are paying for is being wasted by Directors for useless projects that they themselves create para may pagkakakitaan silang mga PCCI Directors. Why keep on giving money to the PCCI when Directors lang ang nakikinabang? Ano ang pakinabang natin? Pedigree na P30.00 lang ang halaga sa pagimprenta ng pedigree tubong lugaw ang PCCI sa atin sa halagang P260! Ito ay sinisingil nila sa atin ng dalawang beses! Una, mula sa breeder, na mag imprenta sila ng Pedigree (kahit hindi naman kailangan) at pangalawang bayad ng P260 sa new owner ng puppy.
Here are a few examples on how the PCCI Board of Directors spend our money and steal it for their own selfish ends:
a) Purchase of the two dilapidated units in Hillcrest Condominium na wala ng gustong bumili. PCCI is the ONLY tenant left sa 2nd floor ng Hillcrest Condominium. :Lahat ng nagsisirenta diyan sa lugar na iyan ay nagsilayas na. The building is soon to be condemned. For over a year after nabili itong mga empty units nakatiwangwang lang diyan because the Board did not really have any use for them. The agent of the Hillcrest Units the PCCI Board purchased was the brother of the PCCI President . It is a lousy investment and waste of money.
b) The computerization program of PCCI is not to upgrade the system but actually just changing to new computers in disguise of improving the system. The Board allotted P1.3 Million to buy 20 overpriced computers for the office na hindi naman branded, mga generic computers lamang at ito ay binili ng PCCI sa preshong napakamahal. The PCCI does not need expensive computers kasi simple lang ang processing of pedigree papers na ginagawa nila. At sa pagkaka ulit ng pagkakataon, PCCI director na naman (ROLAND GAPUS)ang nag ahente sa computers. Two years ago that same director was offering computers to the PCCI for P60,000 each but further canvassing proves that exactly the same computer sold outside was only P24,000 per unit! Again, OVER-PRICING na naman ang pag aahente ng PCCI Director na ito!
c) Expensive foreign travels. Already over P1Million was spent by the President (DINKY SANTOS)and Vice President (RONNIE NATIVIDAD)of PCCI in their foreign travels in the last two years. now again lakbay nanaman siya papuntang Japan last end of March kaya di na nakapost si Erica sa forum ng Dog Tracker Online. In case you were all wondering what happened to him.
d) Almost daily meetings of the PCCI Board are catered by the brother in law of a director (MILO VALDEZ). Ang tatakaw nila at di man lang bigyan ang PCCI staff ng pagkain tinetake home pa po nila! Kaya nga saksakan na ng taba ang asawa ng Direktor na ito dahil siya lahat nag uuwi ng mga pagkain! Misis Mila, mamigay ka naman!
e) Office renovation to the tune of P5 Million kasi naging contractor ang isang director (TING BUSTOS)at siya ang in-charge sa renovation. Two years ago na-renovate na yung office now nag renovate muli sila. Kelan kaya matatapos ang renovations?
f) Two jobless people (RONNIE NATIVIDAD & ROLAND GAPUS) since becoming directors are now driving new cars, courtesy of PCCI Funds. Thanks to All Of Us for contributing to their fortune they are now enjoying.
g) Two favored employees Joselito Rosales & Shirley Tumamao were given a cash loan of P500,000. Other similar requests of PCCI Employees for personal loans (of a much lesser amount) were turned down because kulang sa sipsip ang ibang mga empleyado, di tulad ni Ka Jojo and Inday Shirley! Pera ng members yan di pera ng Directors para lang Ipahiram sa empleyado tapos taas ng taas sila ng fees. Buruin mo isang million na yun pinahiram nila sa dalawang paboritong empleyado! Ano ang PCCI bangko? Bawal po yan ayon sa Rules ng PCCI Funds. Walang karapatan ang PCCI Directors na ipa utang ang ganitong halaga sa dalawa nilang paboritong empleyado.
h) Gumastos ang PCCI President ng kulang kulang na isang million piso para mag advertise sa mga leading dailies ng ewan ko kung ano ang gusto niyang sabihin sa mensahe "Show me your papers and I will show you the kind of dog owner you are". Manay Dinky Santos (PCCI President), di kita ma gets nag sayang ka na naman ng pera namin sa walang kakwentang kwentang ads. Sino ba si "I" na sinasabi mo Manay Dinky Santos? Ikaw? Umandar na naman ang pagka arogante mo! Humithit ka na naman ba ng droga? For sure . . . bangag ka na naman!
***Dapat po, magkaroon tayo ng MANDATORY DRUG TESTING at CREDENTIALS EVALUATION COMMITTEE sa PCCI, mayroon dyang drug addict, drug dealer at non-tax payers at mayron din diyang WALANG COLLEGE DEGREE! Marami diyan mga unemployed with no proof of income at walang INCOME TAX RETURN (non-tax payers since birth kasi aso aso lang ang hanapbuhay nila!) kaya ginagatasan nila ang FUNDS NATIN SA PCCI!!!
ISSUE #2
Last year and this year madaming padulas ang binayad ng PCCI sa Quezon City (business tax) & Marikina (real estate tax) para bawasan ang buwis na babayaran nila sa gobyerno. Pati PCCI ngayon ay kasapi na sa CORRUPTION in our local government of Marikina! Kayang kaya naman bayaran ng PCCI ang income taxes ng city government pero namilit pa silang mandaya sa gobyerno. Sino ang mapapahamak kundi ang PCCI kung nagkasilipan na sa BIR. Sino ang magbabayad ng malaking multa pag nahuli sa tax evasion – Ang PCCI din. Kanino perang ang tinitipid nila? – Pera na dapat bayaran sa gobyerno mapupunta sa kanilang bulsa kaya atat na atat silang magbayad ng padulas para makatipid kuno ang PCCI nguni't ito ay may kasamang dagdag-bawas! Dagdag sa kickback, bawas sa PCCI funds na dapat ay savings ng PCCI as a corporation. Mga magnanakaw na criminal ang PCCI Board dahil lahat sila ay kasabwat sa hocus focus ng tax scam na ito! Ating isuplong ito at isumbong sa MARIKINA CITY Government. Dapat nyong malaman na during the years 2005-2006, P300,000 ang BIR Property Tax ang binabayaran ng PCCI sa City of Marikina, nguni't last year 2007, umakyat ito sa P1,000,000 !!! Sa halagang pagtaas nito ng 300% increase, hindi pa tayo nagbayad ng tapat sa BIR!!! Binulsa na naman ng mga PCCI Directors ang pera natin sa PCCI!!!
ISSUE #3
Hopeless na ang PCCI walang matinong tao gusto pumasok sa Board. Binago ni PCCI President Manay Dinky ang mga rules sa eleksyon para habang buhay na siyang manatili sa pwesto. Ngayon bawat gusting tumakbo sa Board of Directors, kelangan mag submit ng application. Walang qualifications kelangan ng tao para maging director kundi dapat may backer ka sa Board. Kund hindi ka nila kabaro, kakulay o kakampi, HINDI KA nila papasukin as a nominee. Kahit di nakatapos ng high school, walang trabaho o may kriminal record pwedeng mag apply. Kung ayaw nila sa mukha mo sori nalang di ka papasa sa screening committee na si Dinky mismo ang Chairman. Bawal daw sabihin ang rason kung bakit ka nareject secret daw yun. Ngayon kahit walang bumoto kay Dinky ok lang hindi na siya matatangal sa Board forever. Salamat po Garci.
ISSUE #4
PCCI REIGN OF TERROR. Dahil wala na pag asa mabago pa ang PCCI. Ilang mga dog lovers ang naisipang mag tayo ng bagong club na kalaban ng PCCI. Eto na ang kasagutan at solusyon sa matagal ng daing ng mga members. Monopoly kasi eh wala kang ibang mapuntahan kung di ka masaya sa PCCI mag- tiis nalang ang tao. Ano ang ginawa ni Dinky? Imbes na magisip isip at magmuni muni kung paano pasiyahin ang mga PCCI members para di siya layasan, tinatakot naman niya tayo! Naglabas siya ng mga resolutions na patatalsikin niya ang sino man sasali sa kalaban.
Que horror!!! Daig pa niya ang martial law. Napakalupit mo naman. Akala mo ba matatakot ang mga tao sa yo? Maari sa umpisa kasi pinagmamalaki ni Dinky na di tatagal ang bagong club kasi uubusin daw niya pera ng PCCI para pabagsakin niya eto. Hoy Dinky di mo pera yan ginagamit ha kung pagbutihin mo nalang kaya ang serbisyo sa members mas mura pa yan keysa gumastos ng million million para pabagsakin ang kalaban. Sino ang prinoprotectahan mo ang PCCI or ang kikitain ng PCCI na iyong binubulsa? Pag wala na pera ang PCCI wala ka na pambili ng shabu at bagong koche. Dinky ikaw nalang kaya ang mawala sa PCCI so everybody happy!
Di bale, nandyan naman si Bob Castanos, aka GARCI ng PCCI, siya gumagawa ng mga illegal Board Resolutions and By-Laws, di magtatagal, patatalsikin niya ang mga Directors dahil nag gawa siya ng insertions sa By-Laws na nagbabawal sa mga itong mga katakbo muli bilang Board of Directors ng PCCI. So Goodbye Dinky doodle Dandy!!! Magbago na kayo mga PCCI BOARD OF DIRECTORS, pare pareho kayong lahat diyan! Pag hindi kayo tumigil, we will continue to expose all the bare facts of your graft and corruption! Days are numbered! . . . . Let us save the PCCI from further deterioration.
